The Annual Budget is a forward-looking plan built on projected student enrolment before the school year starts. It is finalized and submitted to the Ministry of Education and Child Care prior to June 30 each year.
The Amended Annual Budget is an updated financial plan, adjusted mid-year based on actual student counts and known costs to date. It is finalized and submitted to the Ministry of Education and Child Care by the end of February each year.
Financial Statements and the accompanying Financial Statements Discussion and Analysis provide an overview of the district’s financial health, funding sources, and operational expenditures for the fiscal year ending June 30. These documents combine core audited accounting reports with narrative context to explain income, expenses, budget variances, fund balances, and the strategic allocation of resources. The term “Accumulated Operating Surplus” refers to the accumulation of prior year funds sitting in a surplus position (when funding available in a particular year exceeds expenses paid). Accumulated surplus funds will be used in a strategically aligned manner with district operational goals and, wherever possible, will be directed to areas of the greatest need in the most efficient manner possible.
Initiatives funded from Accumulated Operating Surplus funds, and proposed to the Board of Education, like other budgeted funds, are vetted by the District Budget Committee in terms of their alignment with district objectives and initiative success. The Reserve Funds spending plan for the next three years, as approved by the Board, is described in the Accumulated Operating Surplus Report.
This report was first published in 2021/22:
The Multi-Year Budget Report outlines the district’s anticipated expenses and revenues for the upcoming three years and is used to help with long-term planning and resource allocation. it is published annually in the Spring and has been a requirement since 2023.
In British Columbia, organizations defined by the Public Sector Employers Act are statutorily required to disclose all compensation that is paid to the Chief Executive Officer (CEO) and the next four highest ranking or highest paid executives with decision-making authority earning an annualized base salary of $125,000 or greater during a fiscal year.
In accordance with these provincial requirements, Executive Compensation Reports for School District No.37 (Delta) are available through the British Columbia website.
In accordance with provincial requirements, school districts must submit a Statement of Financial Information within six months of their fiscal year end, which for the Delta School District is December 31. The SOFI contains the annual revenue, expenses, assets and liabilities of the school district, lists the total salaries and expenses for school trustees and any employee earning above a specific threshold ($75,000), and lists all vendors, contractors and businesses paid cumulative amounts above a specific threshold ($25,000).
In accordance with British Columbia’s Pay Transparency Act, the school district publishes the Pay Transparency Report annually to identify and report on compensation disparities, beginning with gender-based categories.
This initiative is intended to promote fairness and equity in pay practices by highlighting and addressing any gaps that may affect specific groups. This requirement came into effect in May 2023.
